Mary Snyder, SRCSD District Engineer

Mary Snyder Mary Snyder oversees the operations of both SRCSD and Sacramento Area Sewer District (SASD), and also serves as the Director of the Sacramento County Department of Water Quality. A Registered Civil Engineer, Snyder earned her Civil Engineering degree from California State University, Sacramento, and has more than 20 years experience working with the Sanitation Districts, at both the regional wastewater treatment plant and in the collection system.

Prior to her appointment as District Engineer in March 2006, Snyder served as manager of the collection system for both SRCSD and SASD. Mary also spent 15 years working at the treatment plant in construction, and operations and maintenance. Following that, Snyder oversaw the operation of SASD as Chief of the Collections System Division. During her tenure as SASD's Chief, she implemented an aggressive sewer assessment, rehabilitation and construction program, promoted a number of public education and awareness programs, and worked to establish customer service levels and performance measurement systems for district activities.

Snyder is the mother of one son. She enjoys traveling and would like to see the entire United States.


Stan Dean, SRCSD Division Chief

Stan Dean Stan Dean has been with the Sacramento Regional County Sanitation District since 1993. After heading up the Biosolids Program and the Engineering Section for the District's Wastewater Treatment Plant, Dean was appointed as Plant Manager in November 1997. In July 2005, SRCSD conveyance facilities were added to his responsibilities. He is currently in charge of operations, maintenance, the construction program, and the laboratory for all SRCSD treatment and conveyance facilities.

Dean holds a Bachelor's of Science degree in Civil Engineering from Lafayette College and a Master's of Science in Environmental Engineering from the University of California, Davis.

Outside of work, Stan is an enthusiastic backpacker with his wife Katharine. He loves coaching youth soccer and enjoys experimenting in the kitchen for daring guests and family members.


Wendell Kido, Chief, Policy & Planning Division

Wendell Kido As the Sacramento Regional County Sanitation District Manager and the Sacramento County Water Quality Chief of Policy and Planning, Wendell Kido is responsible for overseeing all Sanitation District activities. Wendell has worked for Sacramento County since 1976, when he began in the Water Quality Division of the Sacramento County Department of Public Works in Project Engineering.

Wendell oversaw the development of the Sacramento Regional Wastewater Treatment Plant from the design phase, which began in the mid-1970s, through completion of construction and the onset of service in 1982. Wendell continued to manage the Plant during 15 years of operation until his promotion to Division Chief and District Manager in 1997.

Wendell holds a Bachelor's of Science degree in Civil Engineering from the University of Hawaii and a Master's of Science degree in Environmental Engineering from Loyola University of Los Angeles. Wendell and his wife Ann have two daughters, Katie and Maggie. Wendell enjoys traveling throughout the United States, especially going home to Hawaii.


Marcia Maurer, Chief Financial Officer

Marcia Maurer Marcia Maurer was named Chief Financial Officer in February 1999 and has been with the County of Sacramento for more than 15 years. Prior to coming to Water Quality in 1996, Marcia served as the Administrative Services Officer for the Probation Department for more than five years.

Marcia has been responsible for the issuance of $500 million of new and refunding debt for the Sanitation Districts, including fixed and variable rate issues in 2000, issuance of $125 million of crossover refunding debt in 2001, and conversion of $100 million of variable rate debt to synthetic fixed rate resulting in a $9 million premium payment to SRCSD in 2003. Marcia was also responsible for the development of a two-tier impact fee system for SRCSD, and participated as a key team member for development of the Economic Development Bank and Industrial Buyback policies for SRCSD. She also participated in the development of sewer impact fee outreach programs.

Marcia holds a Bachelor's of Science degree in Zoology from the University of California, Davis and a Master's in Accounting from California State University, Sacramento. Marcia and her husband, Steve, have two children, Abby and Jeremy, and enjoy traveling together in their spare time.


Claudia Goss

Claudia Goss Claudia Goss has been with SRCSD and SASD since 2001. She and her team of communications professionals provide external and internal communication services for SRCSD and SASD; which include print and Web-based communication materials for employees and external audiences; media relations; public outreach and education programs; public meeting facilitation; communication counsel and training; event management; strategic planning; project management; and contract management. They also provide a wide range of communications' support for the sanitation districts' sewer expansion, rehabilitation, repair and maintenance projects, from design through construction, as well as projects at the Regional Wastewater Treatment Plant.

Claudia is a native Sacramentan and earned a Bachelor's degree in Government/Journalism from California State University, Sacramento. Claudia spent several years in local magazine work, involved in editing, writing and graphics. She later spent 14 years with the Southgate Recreation and Park District in various positions from Public Information Officer to General Manager.


Glen Del Sarto, Environmental Program Manager

Glen Del Sarto Environmental Program Manager Glen Del Sarto has been with the Department of Water Quality since 1989. Del Sarto manages the Wastewater Source Control Section responsible for implementing the National pretreatment program and local programs designed to protect the Regional Treatment Plant and collection system. In addition, the section is responsible for source reduction programs and public education for pollutants of concern.

Prior to joining the District in 1989 as an Industrial Waste Specialist, Del Sarto worked as an environmental specialist for the California Regional Water Quality Control Board and as a water quality chemist for Vallejo Sanitation and Flood Control.

Del Sarto holds a Bachelor of Science in Biology/Chemistry from the University of Illinois, a Master of Science in Fisheries from Humboldt State University and a Master of Science in Environmental Management from the University of San Francisco.

Del Sarto enjoys travel and outdoor activities with his three children and playing the guitar.


Bob Hedges, Senior Civil Engineer

Bob Hedges Bob Hedges currently works with the Policy and Planning Division of the Department of Water Quality. During his more than 15 years with the County of Sacramento, Bob has worked in the SASD Sewer System Engineering Section and was responsible for in-house pumping station and trunk sewer design.

Prior to working for the County, Hedges was employed by the consulting firm of Dewante & Stowell for 14 years and worked on various water and wastewater design projects for municipal and industrial clients.

Hedges graduated with a Bachelor's of Science in Civil Engineering from the University of Nebraska and a Master's in Engineering from Loyola University in Los Angeles. He lives in Folsom with his wife Chris and enjoys golf, wine and travel.


Ron Linden, Senior Civil Engineer

Ron Linden Ron Linden has been an Associate and Senior Civil Engineer with SRCSD since 1974. Since 1992, he has been in charge of air quality programs as well as air permitting issues for the SRCSD and the SASD. Between 1984 and 1992, Ron was the head of the Wastewater Source Control Section of the SRCSD and was responsible for the development of the district' s first Pre-Treatment program for industrial users. Between 1974 and 1984, he was the Project Engineer for several of the district' s early construction contracts.

Ron received his Master's in Civil Engineering from Chalmers University in Gothenburg, Sweden and his Ph.D. from U. C. Davis. He is married with two children.


Dave Ocenosak, Principal Civil Engineer

Dave Ocenosak Dave Ocenosak is the Manager for the Interceptor Engineering Section. As the Section Manager, he leads the section in the planning, design and construction of all of the sewer interceptor pipe and pump station projects in the County. Dave graduated from California State University of Sacramento in 1991 with a Bachelors of Science in Mechanical Engineering. In 1994, Dave received his Masters of Science in Civil Engineering.

Dave has worked with the Sacramento Regional County Sanitation District for 13 years. Four of those years were spent at the Sacramento Regional Wastewater Treatment Plant working on large plant expansion projects. The following nine years, Dave worked with the Interceptor Engineering Section. Dave was promoted from a Senior Civil Engineer to a Section Manager in early 2007.

Outside of work, Dave enjoys spending time with his wife, Jessica, and son, Derek. He also enjoys mountain biking, golf, basketball, water- and snow-skiing, and camping.


Ruben Robles, Principal Civil Engineer

Ruben Robles Ruben R. Robles, a Principal Civil Engineer with the Sacramento Regional County Sanitation District (SRCSD), has been employed by the County of Sacramento for 12 years. Ruben has a Bachelor's of Science in Civil Engineering, a Master's of Science in Environmental Engineering, and a Master's of Business Administration.

Ruben is responsible for managing the District's biosolids, water recycling and asset management programs. His work experience in wastewater and solid waste include facility design, policy and planning, and operations supervision. Ruben also has experience in surveying, materials testing and construction inspection.


Jerry Troyan, Associate Civil Engineer

Jerry Troyan Associate Civil Engineer Jerry Troyan joined the Sacramento Regional County Sanitation District in 1995. Troyan' s current responsibilities include managing the Sacramento River Watershed Program and grants for its funding source, the Sacramento River Toxic Pollutant Control Program. Troyan' s position also involves helping to track proposed new water quality regulations and legislation and coordinating related District activities.

Troyan graduated from Loyola Marymount University in 1964 with a Bachelor's of Science in Civil Engineering. He received his Master's of Science degree in Environmental Engineering from Manhattan College in New York in 1965.

Troyan has three children who have graduated from college and are pursuing careers of their own. In his spare time, he reads, plays fantasy football and takes weekend trips with his wife throughout California.


Bryan Young, Natural Resource Supervisor

Bryan Young Bryan Young, an expert in wildlife management and restoration of wetlands and riparian habitats, joined the Sacramento Regional County Sanitation District in 1993.

Upon graduating from the University of California, Davis in 1992 with a Bachelor's of Science in Wildlife and Fisheries Biology, Young worked as a Restoration Biologist at Hedgerow Farms in Winters, California.

Young began his career with the County in 1993 as a contractor for the Sacramento Regional County Sanitation District. His responsibilities include coordinating the development, management and maintenance of SRCSD' s wildlife habitat and environmental mitigation needs, as well as supervising the landscape development and maintenance for the Sacramento Regional Wastewater Treatment Plant (SRWTP).

When not working, Young keeps busy by fishing, playing guitar and playing for the accomplished SRWTP's basketball team.
