Stan Dean
District Engineer
Stan Dean oversees the work of both the Sacramento Regional County Sanitation District (SRCSD) and the Sacramento Area Sewer District (SASD). Dean holds a Bachelor of Science degree in Civil Engineering from Lafayette College and a Master of Science degree in Environmental Engineering from the University of California, Davis.
Dean began working with the Sanitation Districts in 1993. He headed up the Biosolids Program and then he was promoted in 1995 to oversee the Engineering Section for SRCSD's Wastewater Treatment Plant. He was appointed Plant Manager in November 1997. In 2005 he became the SRCSD Division Chief in charge of operations, maintenance, engineering, administration, construction programs and laboratory services for all SRCSD treatment and conveyance facilities.
Dean became Director of Policy and Planning for both SRCSD and SASD in 2008, where he oversaw long-range planning efforts, regulatory and legislative affairs, wastewater source control and high level policy development for the Districts. He was appointed District Engineer in June 2010.

Marcia Maurer
Chief Financial Officer
Marcia Maurer was named Chief Financial Officer of the Sacramento Regional County Sanitation District and Sacramento Area Sewer District in February 1999. Prior to coming to the Districts in 1996, Ms. Maurer served as the Administrative Services Officer for the County of Sacramento Probation Department for more than five years.
Ms. Maurer has been responsible for the issuance of more than $1.5 billion of debt. This debt includes fixed, variable and auction rate securities, crossover refunding debt, and five different swaps with a notional amount of $765. She is currently responsible for the Sewer Lifeline Rate Assistance Program and Septic Tank Conversion Program along with managing budgets, rates and fees for both Districts. Ms. Maurer was also responsible for the development of a two-tier impact fee system for SRCSD, and participated as a key team member for development of the Economic Development Bank and Industrial Buyback policies for SRCSD. She is currently the vice-chair of the GFOA Committee on Economic Development and Capital Planning.
Ms. Maurer holds a Bachelor's of Science degree in Zoology from the University of California, Davis, and a Master's in Accounting from California State University, Sacramento.

Prabhakar Somavarapu
Director of SRCSD Operations Department
Prabhakar Somavarapu manages the operation of the District interceptor conveyance and treatment facilities. He started his career with the District in 1996 in the Engineering Section and later managed the Operations Support Group and Asset Management program, prior to being appointed as the Director of SRCSD Operations Department in November 2008. Somavarapu is in charge of engineering, operations, maintenance, and the laboratory for all SRCSD treatment and conveyance facilities.
Somavarapu holds a Bachelor's degree in Civil Engineering from India, and a Master's degree in Civil Engineering from New Mexico State University at Las Cruces, New Mexico.

Claudia Goss
Director of Sanitation Districts Communications
Claudia Goss has been with the Sacramento Regional County Sanitation District (SRCSD) and the Sacramento Area Sewer District (SASD) since 2001. She and her team of communications professionals provide external and internal communication services for both Districts. These services include print and Web-based communication materials for employees and external audiences; media relations; public outreach and education programs; public meeting facilitation; communication counsel and training; event management; strategic planning; project management; and contract management. The Communication Department provides a wide range of communications support for the Districts' sewer expansion, rehabilitation, and repair and maintenance projects, from design through construction. They also work on several projects for the Sacramento Regional Wastewater Treatment Plant.
Goss earned a Bachelor's degree in Government/Journalism from California State University, Sacramento. She spent several years in local magazine work, involved in editing, writing and graphics. Goss later spent 14 years with the Southgate Recreation and Park District in various positions from Public Information Officer to General Manager.
