Program Approach
There are many jurisdictions around the country developing and implementing Fats, Oils and Grease (FOG) programs that vary in size and complexity based on the communities' needs. Programs range from an educational approach to programs with stringent pumping requirements, permits, inspections, enforcement, record keeping, etc.
Sacramento Regional County Sanitation District (SRCSD) and Sacramento Area Sewer District (SASD) took a leadership role by collecting and evaluating the data within the SASD service area to ensure the FOG program addresses the "root cause" of the problem and focuses on those areas most likely to experience a stoppage or overflow. The information retrieved shows that within the SASD service area a majority of grease related mainline stoppages (MLSs), sanitary sewer overflows (SSOs) and the resulting claim costs are attributed to residential homes (single-family and multi-family). Therefore, SRCSD and SASD have developed a FOG Control Program that is equitable and cost-effective for our community and ratepayers by focusing on outreach education and meets the requirements of a statewide permit that regulates sewer systems to eliminate overflows. Program Focus
The FOG Program focus is:
- Educating both residential and commercial customers on grease source control measures that they can implement,
- Continuing to utilize data to improve maintenance and operation efforts through a proactive Asset Management Program,
- Evaluating the data collected and modifying the program as needed, and
- Prioritizing areas more likely to have an overflow for both outreach and education and maintenance and operation efforts.
