Why is the project needed?

Stacking BarrelsThe Upper Northwest Interceptor (UNWI) is one of several projects implemented by the Sacramento Regional County Sanitation District (SRCSD). UNWI 3 & 4 is needed because the existing wastewater conveyance system is nearing capacity. Designed in the 1970s and built more than 25 years ago, the system could be at risk of overflow in severe wet-weather conditions. The UNWI project will serve both current and future needs of those living and doing business in the north Sacramento County, Rio Linda and North Natomas areas.

What is an interceptor?

An interceptor is a large underground sewer pipeline varying from 36 to 144 inches in diameter that collects wastewater from local sewer lines. SRCSD has approximately 90 miles of interceptors that convey wastewater from local collection systems in the urbanized Sacramento area to the Sacramento Regional Wastewater Treatment Plant in Elk Grove.

What is the planned route and timeline for UNWI 3 & 4?

The planned 3.55 mile construction route for sections 3 & 4 begins near Cherry Lane in Rio Linda and runs west along Elkhorn Boulevard to the East Drainage Canal, adjacent to Natomas Boulevard, heading south to Bridgecross Drive where it connects to UNWI 1 & 2 (see map). UNWI 3 & 4 includes 10,300 feet of 84-inch pipe. The pipe will be tunneled using various construction methods. The project also includes the installation of 21 manholes and a junction structure for the future Rio Linda Interceptor.The project was awarded for construction to Michels Pipeline Construction on January 10, 2007 and construction began shortly thereafter. The project is anticipated to be completed by early 2009. Please refer to the project map for specific alignment details.

How will the project affect the community?

Throughout project construction, the team will do everything possible to minimize impacts to the community. However, certain impacts may be unavoidable, such as:

  • Increased levels of noise and dust
  • Temporary, limited driveway access
  • Temporary traffic delays and lane closures

The project team will communicate construction details ahead of any anticipated impacts and will work with the affected communities to minimize inconveniences.

When necessary, construction crews will leave door hangers at residences and businesses at least 72 hours prior to any construction activities that may lead to any direct impacts to specific homes or businesses. Please call the toll-free hotline (866) 479-0600 to report excessive dust and other impacts.

What safety measures are in place on the project?

We want everyone to be safe! Look for cones, flaggers and construction signs. These may change often and awareness is necessary to avoid potential problems.

  • Bicyclists are encouraged to walk bikes around the construction zone where designated and ride with the flow of traffic.
  • Children should stay away from all construction areas at all times. Parents and guardians are encouraged to talk to their children about the dangers of playing in or near construction zones.
  • Pedestrians are asked to observe sidewalk closures and walk only in designated areas through construction zones. Please do not jump concrete barriers, and cross only at legal crosswalks.
  • Motorists are asked to be patient and observe and obey all traffic controls including reduced speed limits. Please watch for construction workers and keep in mind that traffic violations in construction zones often result in higher fines. Remember to Share the Road with bicyclists.

Please stay alert, watch for construction workers and obey all traffic signs in construction zones!As always, SRCSD utilizes comprehensive safety measures to secure the construction zone, including:

  • Excavation sites will either be covered with steel plates, back-filled or fenced off from public access when not in use.
  • Concrete barriers will block the construction area from street traffic.

How is the project funded?

Monthly sewer bills will not be increased to fund UNWI 1-4. This project, like all of SRCSD's interceptor projects that benefit new users, is funded by the impact fees paid to SRCSD by developers. An impact fee is a one time fee charged to a new home or business to establish a new sewer connection. This fee provides the funding for the construction of SRCSD infrastructure.
