Budget The District's Board of Directors adopts annual operating and capital budgets. The final budgets are approved in August each year for the fiscal year beginning on July 1 and ending on June 30. The operating budget for fiscal year 2006-7 is $133.0 million, which includes a contribution of $18.4 million to reserves. The capital budget for fiscal year 2006-7 is $776.0 million.
